Cloaks and cs

Why are there only +1000 str and not one of sta int and dex. also maybe ones that give like +1000 str and sta or sta and int or dex and sta so forth. i also think maybe they should be paid with red chips that way people have somthing to work for. sell red chips in the shops for like 1 mil each. and or have them drop i know that your stack can only max out at 9999 so what ever your max invo can hold you could also make cs sets that add stats just like SjFlyff set .
